Cheque printing

Isn’t it strange that any print shop can print a personal cheque? You just need to supply them with the banking routing information. It’s like allowing anyone to order a credit card by supplying credit card numbers. So what is there to stop someone from taking a received cheque and using that information to create more cheques from one of these cheque printers?
